Show Him da Money!

At the Town Board meeting of the fine Town of Buffalo Wednesday, February 4, 2009, Buffalo’s Police Chief requested to be provided with a budget allotment for running his department and for a new officer(s). No problem, we’re sure he thought. After all, every Police Department in the Nation operates on a budget allotment provided to the department by the Town, City or Village.

No big deal right? WRONG!

Friday used to say: “Just the facts, ma'am.”

FACT:

The Buffalo Police Department, pre 2006, spent approximately $104,000.00 annually.

We use the word “approximately” because one must take into consideration, at the admission of one of the Town’s elected, that not all expenses were able to be fully attributed to the Police Dept. because of current accounting practices.

The contract with the Harper County Sheriff Department was $90,000.00 immediately saving the Town $14,000.00 which went back into Buffalo’s reserves.

The new Police Chief is asking for a Budget outlay of only $78,000.00 – $12,000.00 LESS than last year!

BUT! The Town Mayor is balking at this amount. Alongside the Mayor is Town Trustee Brown. They are asking for a budget from the Police Chief based on what he’s saying he needs for a year and what he’s going to do with the money.

Additionally, they are asking for a complete daily log of his every move, every investigation, whereabouts, etc, less person’s names. Every activity is to be logged.

WHAT IS THIS NONSENSE?

The Mayors speculation is: I thought you were here to enforce the ordinances of Buffalo not to conduct investigations and drug busts and those kinds of things.

Ms. Mayor, we have news for you; the ordinances of the Town REQUIRE him to “perform all duties pertaining to the offices of police officers” (Town of Buffalo Ordinance Section 13-302).

It's so obvious! PacMan is Yellow!
How do we all know that? We've all seen him!
The Mayor hasn't seen the Town Ordinances or this too would be obvious.
If the Mayor or any of the Town Board members would like a copy of the Town ordinances, just drop InsideBuffalo.net an email. We'll send you a copy! And we won't charge you anything for the copying.

What that means is that he’s obligated, according to Buffalo Ordinance Section 13-202: “to apprehend and arrest on view or on warrant and bring to justice violators of the ordinances of the Town… apprehend and arrest persons violating Federal and State Laws as provided by Law…”

The ordinances of Buffalo include all of the Laws of Buffalo relating to:

Administrative and Government

Alcoholic Beverages

Animals

Building Regulations and Codes

Municipal Court

Finance and Taxation

Health and Nuisances

Licensing and Business Regulation

Offenses and Crimes

Parks, Recreation and Cemetery

Planning, Zoning and Development

Public Safety

Streets and Sidewalks

Traffic and Vehicles

Transportation

Utilities

SHOW HIM THE MONEY!

C’MON TRUSTEES! Give the Police Chief the allotment. Give him MORE than what he asked for. Give him the full $90,000.00 you gave the Sheriff’s office!

This needless report of his whereabouts and activities is totally unnecessary and dim-witted, to say the least!

Here’s a guy doing way more than would be required of any other cop. He’s getting out of bed in the middle of the night, after working 8 hours the day before, and going on calls. He’s putting in 50, 60, 70 hours a week at times and still puts up with the Town Trustees bullspit.

He should have told the Mayor and Board to “stick it”!

Last week he responded to a call around 10:00pm hacking, coughing, and sick as a dog. He had been in bed when he was called but still got up and went out on a call which turned out to be futile, nevertheless, he went out.

Inside Buffalo is NOT on the side of having a Police Department in Buffalo.  Our opinion is that Buffalo doesn’t need one. There’s a Sheriff in Town and in the County. Inside Buffalo believes there should have been more done to repair the relationship between the Sheriff and the Town in hopes of retaining the services of the Sheriff.

BUT, he’s here. The Town hired themselves a new Police Chief.

He’s been working since before he was supposed to begin. Yes, that’s what is written, that’s what happened. He was working setting up for the new police department from scratch, moved his family here and started working in his own vehicle and his gas, running errands, investigating issues and networking with neighboring departments at his own expense BEFORE he was even supposed to begin working for the Town.

Publicly, the Police Chief has to attempt (or give the impression of trying) to get along with the Mayor and her fellow Board of Trustee members and may go to great lengths to achieve his necessary goals. The Mayor and the Board of Trustees are his bosses. InsideBuffalo.net, on the other hand, doesn't need to 'warm up' to a 'boss' and could care less. Our agenda is right here in front of everybody for the World to see first hand.

GIVE HIM THE $90,000.00 AND GET OUT OF HIS WAY!

Allow this guy to prove or disprove himself.

Give him da money!

Give him a year and then evaluate what the needs of Buffalo are at the end of a year.

Let him run his department.

The Town Board will always have the final say. It’s the Law. The Town will approve, or not, his recommendations for officers.

Ordinance  Section 13-303: "Police officers shall be appointed by the Police Chief subject to approval of the Board of Trustees of the Town"

Editor’s Comment: Inside Buffalo has no idea why he asked for such a paltry sum and thinks he should have asked for the full $90,000.00 Buffalo paid the Sheriff.

Inflation is about to hit BIG TIME and costs are going to go through the roof! Now is not the time to short change a Police Department in its start-up phase.
